* If a packet is heard multiple times, rebroadcast using the highest hop limit
Sometimes a packet will be in the TX queue waiting to be transmitted,
when it is overheard being rebroadcast by another node, with a higher
hop limit remaining. When this occurs, modify the pending packet in
the TX queue to avoid unnecessarily wasting hops.
* Reprocess instead of modifying queued packet
In order to ensure that the traceroute module works correctly, rather
than modifying the hop limnit of the existing queued version of the
packet, simply drop it ifrom the queue and reprocess the version of the
packet with the superior hop limit.

GetTimeSinceMeshPacket was duplicated in PowerTelemetry and
EnvironmentalTelemetry, albeit one had a cooler name than the other.
As we add HealthTelemetry, to avoid creating a third instance of
this method, let's move it somewhere that makese sense.
Adds a new method GetTimeSinceMeshPacket to MeshService and updates
EnvironmentTelemetry and PowerTelemetry to use it.

The QueueStatus message is sent as a response to the attempt to queue
an outgoing MeshPacket and contains statuses of the last queue
attempt, TX Queue space and capacity and MeshPacket.id that was
queued.
When TX Queue changes status from completely full to at least
a single slot free a QueueStatus message is also sent to notify
that user can queue more messages.

@professr I noticed you added a "newStatus" observable to the GPS class.
Do you remember why you didn't remove the old GPS status (which seemed
to be dumber). Is it just because you didn't want to risk breaking
MeshService? (I assume) In this change I removed the old Observable
and all seems well (just using newStatus everywhere).
