Improve ACK logic for responses and repeated packets (#5232)

Browse Source 
* Don't send ACKs to responses over multiple hops

* Move repeated sending logic to `wasSeenRecently()`

* Add exception for simulator for duplicate packets from PhoneAPI

* Add short debug message
