Shorter nodeinfo timeout redux (#4458)
* Add shorterTimeout bool to sendOurNodeInfo * Respond to likely PKI decode errors with a quick nodeinfo * Protbufs * Move to PKI_UNKNOWN_PUBKEY for PKI decode error
