Calculate hops correctly even when hop_start==0 (#9120)

* Calculate hops correctly even when hop_start==0.

* Use the same type (int8_t) in the loop, avoiding signed/unsigned mismatches.

* Clarify defaultIfUnknown is returned for encrypted packets.
